It sounds like the freight is taken care of, so what is left for you to pay? This guide explains the CIF meaning in shipping: what cost, insurance and freight covers, where the risk really passes, the hidden costs at the destination port, and how CIF compares with FOB and CFR.

Key points
• CIF means Cost, Insurance and Freight. The seller pays the goods, the sea freight to your port and minimum cargo insurance.
• The risk passes to you when the goods are loaded on the ship in China, not when they arrive.
• CIF insurance only needs to be 110% of the contract value at the minimum level of cover, Institute Cargo Clauses (C).
• Import clearance, duties and destination port charges are paid by you, and they are often where CIF gets expensive.
• CIF is for sea and inland waterway freight only. For most importers, FOB gives more control over cost.

What Does CIF Mean in Shipping?

CIF (Cost, Insurance and Freight) is one of the 11 Incoterms 2020 rules published by the International Chamber of Commerce (ICC). A CIF price is always followed by a destination port, for example “CIF Hamburg”. Under CIF:

Cost: the price of the goods, with export clearance in China done by the seller.

Insurance: the seller buys cargo insurance for the sea voyage, for you as the buyer.

Freight: the seller books and pays the ocean freight to the named destination port.

Everything after the goods arrive at that port is your responsibility.

Who Pays What Under CIF

Cost or task

Seller (China)

Buyer (you)

Packing and loading at the factory

✓

Trucking to the port in China

✓

Export clearance in China

✓

Port charges and loading in China

✓

Ocean freight to the destination port

✓

Minimum cargo insurance

✓

Destination port and terminal charges

✓ (unless included in the freight contract)

Import customs clearance

✓

Import duty and import VAT or taxes

✓

Delivery from the port to your warehouse

✓

Where the Risk Passes Under CIF

This is the part most buyers get wrong. Under CIF, the seller pays the freight to your port, but the risk passes to you once the goods are loaded on board the ship in China, at the same point as FOB.

If the cargo is damaged or lost at sea, it is your loss, not the seller’s. That is why the seller has to buy insurance for you: you claim on that policy, not against the supplier.

CIF Insurance: What It Covers

Incoterms 2020 only require the seller to buy:

Cover for at least 110% of the contract value, in the currency of the contract.

At the minimum level of cover, Institute Cargo Clauses (C). This covers major events such as fire, the ship sinking or a collision. It does not cover theft, water damage or most damage during handling.

If you want broader cover, ask the supplier for Institute Cargo Clauses (A) in the contract, or buy your own policy. Always ask for a copy of the insurance certificate before the goods ship. Learn more about cover levels, general average and claims in our cargo insurance guide.

The Hidden Costs of CIF

A CIF price can look cheaper than a FOB price plus freight. The difference often comes back at the destination port:

Destination charges: the seller chooses the forwarder, and that forwarder’s agent at your port bills you for terminal handling, documentation and delivery order fees. You have no contract with them and little room to negotiate.

Low freight, high local fees: some CIF prices include very cheap freight because the destination agent makes up the profit on local charges.

Less control: you do not choose the shipping line, the sailing date or the transit time.

Weak insurance: minimum cover may not pay out for the damage that actually happens to most cargo.

Before you accept a CIF quote, ask the supplier or their forwarder for a written list of the destination charges you will pay.

CIF vs FOB vs CFR

FOB (Free On Board)

CFR (Cost and Freight)

CIF (Cost, Insurance and Freight)

Seller pays ocean freight

No

Yes

Yes

Seller buys insurance

No

No

Yes, minimum cover

Who chooses the forwarder

Buyer

Seller

Seller

Risk passes to buyer

When the goods are loaded on the ship in China (the same for all three)

Destination charges

Agreed with your own forwarder

Set by the seller’s forwarder

Set by the seller’s forwarder

Transport mode

Sea and inland waterway only

CFR is also written CNF or C&F on many quotes and invoices. All three mean the same Incoterm: Cost and Freight.

CFR is the same as CIF without the insurance. With FOB, you pay the freight yourself but choose your own forwarder, so you see every cost in advance. See our full guide to FOB vs EXW, and our overview of all 11 Incoterms 2020 rules.

CIF Is for Sea Freight Only

CIF can only be used for sea and inland waterway transport. For air freight, rail or express, the matching terms are CPT (Carriage Paid To) and CIP (Carriage and Insurance Paid To). The ICC also says CIF suits goods loaded directly on board a ship. For containers handed over at a terminal before loading, CIP is the better fit, and CIP requires broader insurance, Institute Cargo Clauses (A).

Should You Buy CIF or FOB?

FOB is usually better if you import regularly, want to compare freight prices, or need to control delivery dates. You know the full cost before the goods ship.

CIF can work for a small first order if you have no forwarder yet, as long as you get the destination charges in writing first.

Want everything included? Ask for DDP, where one price covers freight, customs clearance, duties and delivery to your door. See DDP vs DAP vs EXW.

CIF vs FOB: A Cost Example

A buyer in Germany gets two quotes for the same 20ft container of goods from a supplier in Shenzhen. The numbers are an example only.

FOB Shenzhen

CIF Hamburg

Price to the supplier

US$30,000

US$32,000

Ocean freight and insurance

Buyer books it, about US$2,300 in this example

Included

Destination terminal handling, delivery order and documentation

Quoted by the buyer’s forwarder in advance

Set by the supplier’s forwarder’s agent and only known on arrival

Customs clearance, duty and import VAT

Buyer

Buyer

Control over the shipment

Buyer chooses the forwarder, ship and timing

Supplier chooses

On paper CIF looks only US$300 more expensive. In practice the difference depends on the destination charges. When a supplier’s forwarder offers very cheap or free freight, it often recovers the money through high local charges at destination, which the buyer must pay before the goods are released. Always ask for the destination charges in writing before you accept a CIF price.

CIF Value and Import Duty

In the EU and the UK, import duty is calculated on the CIF value: the price of the goods plus freight and insurance to the border. In the USA, duty is usually based on the price of the goods without international freight. So the same CIF invoice can lead to different duty amounts in different countries. See importing from China to the UK and importing from China to the USA.

How to Write CIF in Your Contract

Name the port of destination exactly: “CIF Hamburg, Incoterms 2020”, not “CIF Germany”.

State the insurance cover you want. The minimum under CIF is Institute Cargo Clauses (C) for 110% of the contract value; ask for (A) if you want wider cover. See cargo insurance.

Ask the supplier to list which destination charges are included and which are not.

Ask for the insurance certificate with the shipping documents, so you can claim if something goes wrong.

CIF Checklist for Buyers

Compare the CIF price with an FOB price plus your own forwarder’s door-to-door quote.

Get destination charges in writing before you confirm the order.

Check the insurance level, the insured value and who the policy pays out to.

Make sure you have a customs broker and an importer number at destination.

For containers handed over at a terminal or for air freight, use CIP instead of CIF.

How JIEYI Helps with CIF and FOB Shipments

Buying FOB: we collect from your supplier, book the shipment and give you one quote with every cost listed, door to door if you want.

Already bought CIF? When the goods arrive at your port, we can take over: import customs clearance and delivery to your warehouse in the USA, Canada, the UK and Europe, at a price agreed before the ship arrives.

Not sure which term to use? Send us your supplier’s quote and we will compare it with a FOB or DDP price.

See customs clearance and delivery and sea freight from China.

FAQ

What does CIF mean in shipping?

CIF means Cost, Insurance and Freight. The seller pays for the goods, the ocean freight to your port and minimum insurance. You pay for import clearance, duties and delivery after the port.

Is CIF better than FOB?

Not usually for importers. The risk passes at the same point, but under FOB you choose the forwarder and see all costs in advance. CIF can hide high destination charges.

Who pays the destination port charges under CIF?

Usually the buyer, unless the seller’s freight contract includes them. Ask for a written list of destination charges before you agree to CIF.

Does CIF include customs duty?

No. Import duty and taxes are paid by the buyer. Only DDP includes them.

Can CIF be used for air freight?

No. CIF is for sea and inland waterway freight only. For air freight, use CIP or CPT.

What is the difference between CIF and CFR?

CFR (Cost and Freight) is the same as CIF without the insurance. Under CFR, you buy your own cargo insurance.

Checked on 2 November 2026 against the ICC Incoterms 2020 rules.
