FOB vs EXW is one of the first choices you make when buying from China, and it decides who arranges and pays for everything between the factory door and the ship. Under EXW (Ex Works) you take over at the factory. Under FOB (Free On Board) the supplier gets the goods cleared for export and loaded onto the vessel at a Chinese port. This guide explains what each term really includes in China, why the cheaper-looking EXW price is not always cheaper, and which term to choose for your order.

Key points
• EXW: the supplier only makes the goods ready at the factory. You pay and arrange everything after that, including export customs in China.
• FOB: the supplier pays for trucking to the port, export customs and loading. You pay the ocean freight and everything after it.
• In China, export declarations must be filed by a company registered with Chinese customs, so a pure EXW deal still needs the supplier or a forwarder to handle export clearance.
• An EXW price looks lower, but you add the trucking, export clearance and port costs yourself. Compare the total, not the unit price.
• FOB is usually easier for a first order from one supplier. EXW works well when a forwarder collects from several suppliers and ships everything together.

FOB vs EXW at a Glance

The difference between FOB and EXW is where the supplier’s job ends. The table shows who normally pays for each step on a sea shipment from a factory in China.

Step EXW (Ex Works) FOB (Free On Board)
Packing and making goods ready at the factory Supplier Supplier
Loading onto the truck at the factory Buyer Supplier
Trucking to the port in China Buyer Supplier
Export customs clearance in China Buyer Supplier
Origin port and terminal charges Buyer Supplier
Loading onto the ship Buyer Supplier
Ocean freight Buyer Buyer
Import customs, duties and delivery Buyer Buyer
Risk passes to the buyer At the factory, when goods are made available When the goods are on board the ship

What Does EXW (Ex Works) Mean?

Under the Incoterms® 2020 rules, EXW means the seller makes the goods available at its own premises, usually the factory or warehouse. The seller does not have to load the truck or clear the goods for export. From that point, the buyer pays for and carries the risk of everything: collection, export customs, the main freight, import clearance and delivery.

EXW looks like the simplest term for the supplier, but it causes a practical problem in China. Export declarations must be filed by a company registered with Chinese customs. Most overseas buyers have no company in China, so they cannot clear the goods for export themselves. In practice, the export declaration is made with the supplier’s documents or by a freight forwarder in China. If you agree EXW terms, confirm before you pay that the supplier will provide the commercial invoice, packing list and any other documents needed for the export declaration.

Loading is another grey area. Under strict EXW, the buyer is responsible for loading at the factory, but in China most suppliers help to load the truck. Ask them to confirm it in writing so there is no extra charge on the day of pickup.

What Does FOB Mean in Shipping?

FOB (Free On Board) means the seller delivers the goods on board the ship at a named port in China, for example “FOB Shenzhen” or “FOB Ningbo”. A quote for “FOB China” with no port named is incomplete, so always ask which port. The seller pays for trucking to the port, export customs clearance and the costs of getting the goods loaded. The risk passes to the buyer once the goods are on board. The buyer books and pays the ocean freight, usually through its own freight forwarder, and pays all costs at the destination.

FOB is a term for sea freight. For air freight, or when a full container is handed over at a container terminal days before the vessel sails, the Incoterms rules recommend FCA (Free Carrier) instead. Many Chinese suppliers still quote “FOB” for air shipments; if they do, ask exactly which costs are included.

Under FOB, the costs at the Chinese port, such as terminal handling and document fees, are normally the supplier’s. Some suppliers list them separately as “FOB charges”. Check the quote so you do not pay them twice.

FOB shipping point vs FOB destination

If you search for “FOB meaning”, you will also find FOB shipping point and FOB destination. These are not Incoterms. They come from US domestic trade law and accounting, and they decide when ownership and risk pass to the buyer on a shipment inside the USA:

Term Where it is used When risk passes
FOB (Incoterms® 2020), e.g. “FOB Yantian” International sea freight When the goods are on board the ship at the named port
FOB shipping point US domestic sales and accounting When the goods leave the seller
FOB destination US domestic sales and accounting When the goods arrive at the buyer

For imports from China, use the Incoterms meaning and always name the Chinese port. Do not write “FOB destination” on an import contract: it is not an Incoterms rule and leaves the cost split unclear.

Is EXW Cheaper Than FOB?

The EXW unit price is lower because it leaves out the supplier’s costs after the factory gate. That does not mean the shipment is cheaper. With EXW you add those costs yourself, and a supplier that ships often may get better local rates than you can. To compare an EXW quote with a FOB quote fairly, add these items to the EXW price:

  • Loading at the factory, if the supplier charges for it
  • Trucking from the factory to the port or to the forwarder’s warehouse
  • The export customs declaration and any export documents
  • Origin terminal handling and port charges
  • Any time lost if the export paperwork is not ready

Then compare the totals. Sometimes EXW plus your forwarder’s origin charges costs less than FOB, especially when the forwarder collects from several suppliers in one trip. Sometimes the supplier’s FOB price is the better deal. A forwarder can quote both ways so you can see the difference for your shipment.

Example: Comparing an EXW and a FOB Quote

A supplier in Dongguan offers the same order at two prices: an EXW price and a higher FOB Yantian price. To compare them, put the extra EXW costs next to the FOB difference:

Cost item EXW quote FOB Yantian quote
Goods Lower unit price Higher unit price
Trucking to the port or warehouse You pay (via your forwarder) Included
Export declaration You pay (via your forwarder) Included
Origin terminal handling You pay Included (check it is not listed again as “FOB charges”)
Ocean freight and everything after You pay You pay
What to compare (FOB price − EXW price) vs (your forwarder’s origin charges for this pickup)

If the forwarder’s origin charges are lower than the difference, EXW is cheaper. If you are buying from several suppliers, divide the forwarder’s collection and export costs across all of them: that is where EXW usually wins.

EXW vs FCA vs FOB vs CIF

EXW and FOB are not the only options. These four are the terms most often quoted by Chinese suppliers:

EXW FCA FOB CIF
Supplier delivers at Its own factory An agreed place, such as your forwarder’s warehouse or the terminal On board the ship at the named port On board the ship; supplier also pays freight and insurance to your port
Export customs Buyer (in practice, forwarder or supplier) Supplier Supplier Supplier
Ocean freight Buyer Buyer Buyer Supplier
Who controls the shipping Buyer Buyer Buyer Supplier
Suits Several suppliers, consolidated by your forwarder Containers and air freight Sea freight from one supplier Buyers who want the supplier to arrange freight

FOB or EXW on Alibaba: Which to Choose?

Many suppliers on Alibaba and other B2B platforms quote EXW, FOB or both. A simple rule of thumb:

  • Choose FOB for a first order from a single supplier, especially if you have no forwarder in China yet. The supplier handles the export side, which removes most of the risk of delays before the goods leave China.
  • Choose EXW when you buy from several suppliers and want one shipment. A forwarder collects from each factory, checks the cartons, consolidates them into one shared or full container and handles the export declaration once.
  • Avoid EXW if nobody has confirmed who will make the export declaration. Goods that cannot be cleared for export stay in China, whatever the contract says.

Whichever term you choose, write the named place clearly in the contract, for example “EXW supplier factory, Dongguan” or “FOB Yantian”, and state the Incoterms version (Incoterms 2020). For the other nine rules, see Incoterms 2020 explained.

Checklist Before You Agree EXW or FOB

  1. Write the term with a named place: “EXW [factory address]” or “FOB [port]”, plus “Incoterms 2020”.
  2. For EXW, confirm who makes the export declaration and that the supplier will provide the invoice and packing list for it.
  3. For EXW, confirm the supplier will load the truck at no extra cost.
  4. For FOB, confirm which origin charges are included, so they are not charged again.
  5. Ask for the cargo-ready date and the packing list before booking.
  6. Agree shipping marks before the supplier packs. See shipping marks.
  7. Ask your forwarder to compare the total cost both ways.

How JIEYI Handles EXW and FOB Shipments

We are a freight forwarder in Dongguan, about an hour from the ports of Shenzhen and Guangzhou, and we handle both EXW and FOB shipments.

  • EXW orders: we collect from your suppliers across South China, count and check the cartons, consolidate them, make the export declaration with the suppliers’ documents and book the sailing. See our pickup and consolidation service.
  • FOB orders: we coordinate with your supplier on the cargo-ready date, the delivery to the port and the export documents, then book the ocean freight and handle the destination side.
  • Door to door: if you prefer one price to your address, we can quote DDP shipping from China with duties included. Our guide to DDP vs DAP vs EXW explains the delivered terms.

Not sure which quote is cheaper? Send us both the EXW and FOB prices from your supplier, with the carton details and destination, and we will show you the total cost each way.

FOB vs EXW: FAQ

Is FOB better than EXW?

For most first-time importers, yes. Under FOB the supplier handles trucking and export customs in China, which are the steps where delays usually happen. EXW can be better when a forwarder collects from several suppliers and consolidates the goods into one shipment.

Who pays the terminal handling charges under FOB?

The origin terminal handling charges in China are normally included in the supplier’s FOB price. The buyer pays the ocean freight and the charges at the destination port. Some suppliers list origin charges separately, so check the quote.

Can I clear export customs myself under EXW in China?

Usually not. Export declarations in China must be made by a company registered with Chinese customs. Overseas buyers normally rely on the supplier’s documents or a Chinese freight forwarder to make the export declaration.

What does “FOB Shenzhen” mean?

It means the supplier delivers the goods on board the ship at a port in Shenzhen, such as Yantian or Shekou, with export customs cleared. You pay the ocean freight from Shenzhen and all costs after that.

Is EXW always cheaper than FOB?

No. The EXW price is lower, but you add the trucking, export clearance and port charges yourself. Compare the total cost of both options before you decide.

What does FOB mean in shipping?

Free On Board: the supplier delivers the goods on board the ship at a named port in China, with export customs cleared. You pay the ocean freight and everything after it.

What is the difference between FOB shipping point and FOB destination?

They are US domestic terms, not Incoterms. FOB shipping point passes risk when the goods leave the seller; FOB destination when they arrive at the buyer. For imports from China, use Incoterms FOB with a named port.

Does FOB include insurance?

No. Under FOB the buyer takes the risk once the goods are on board, so insuring the sea leg is the buyer’s choice. See cargo insurance.
